Combine the flour with the starch, cooking oil, salt, egg, and water, and knead into a dough.
Place the dough in a plastic bag and let it rest.
Put the dried shrimp, anchovies with the heads and innards removed, onion, kelp, radish, and whole garlic cloves in a pot, boil to make the broth, then strain it through cotton cloth.
Cut the zucchini into half-moon slices and slice the red chili diagonally.
Add the ground perilla seeds to the prepared broth and bring to a boil.
Roll the rested dough from step 2 thinly and cut it into kalguksu noodles. Bring the prepared broth from step 5 to a brief boil, add the noodles and zucchini, and cook. Add the red chili and bring to a boil once more to finish.
